Who We Are

The Partnership for Recovery and Resilience (the Partnership) is an inclusive group of donors, UN Agencies and NGOs who are committed to promoting local ownership and working together to reduce vulnerability and increase the resilience of people, communities and institutions in South Sudan on their way to achieving the Sustainable Development Goals.

The genesis of the Partnership was a series of discussions, led by the UN and USAID with others in the donor community in 2017 and early 2018, on whether it was possible to develop a new way of doing business to better help communities cope with the multiple shocks they face. These discussions brought together those providing humanitarian as well as development assistance and considered how best to combine meeting emergency basic needs with building resilience for the future. 

The most critical pre-requisite of Partnership engagement is local commitment and ownership through joint plans for shared outcomes. Once community aspirations are articulated, Partners can then make interventions, responsive to local priorities. 

In March 2018, more than 50 representatives from over 25 agencies, including donors, NGOs and UN, following extensive discussion since 2017, undertook six commitments in a Communique that formally established the Partnership for Recovery and Resilience. 

Since then, an 11-member Steering Committee made up of senior-level partner representatives was established to oversee activities. The Steering Committee is the main platform for decision-making and conducts high-level dialogue, promotes coordination, outreach and alignment of interventions. See ToR annexed to the Framework 

Note that individual projects and programs aligned to the Partnership have their own governance and accountability arrangements and coordinate with the local partnership committees in the areas where they operate.

In 2019, the Steering Committee launched the Partnership for Recovery and Resilience Framework that articulates its vision for resilience as the individuals, communities and institutions in South Sudan move towards self-reliance and transition to development as set out in the Theory of Change. The Partnership for Recovery and Resilience facilitates bottom-up solutions at the individual, household and community levels while also working closely with local authorities and institutions; it applies flexibility in its approach, champions local ownership and integrates conflict sensitivity in all aspects of its work. This allows it to develop new, inclusive ways of doing business to better help communities adapt and cope with the multiple shocks they face.
